I've been watching a thread over at Howtogrowtobacco and hope this post will resolve any doubt about the legality of buying and selling whole leaf tobacco. There are some who will not accept any amount evidence and I'm running out of evidence to provide. It's almost like trying to prove you didn't do something.

Tobacco products made with “whole leaf tobacco” are are subject to all of the same Federal taxation and licensing as any other tobacco product.
