I understand that you must not process the leaf - no deviening and only "normal" curing - no fermenting...etc.
But what about packaging your leaf say into one pound bags with a branded label (ie: "Jack's Whole Leaf Tobacco" ) and maybe an insert or backer card with "instructions" on home-processing for various uses. This in turn could be placed 10 to a box for wholesale to the marts. So, no tax would need to be collected right? I'm thinking that in addition to selling bulk to specialty shops, I could possibly do a small business packaging and selling whole leaf to local c-stores and marts. I'd probably have to have "documentation" to show them that it's legal... given the general understanding of tobacco products.
But is it legal uder current law to package like that? I thought I saw something about packaging in one of the legal discussion posts...
