Fertilizer for seedlings

I've been using MiracleGro 20-20-20 (once a week, diluted to 1/4-1/2 of the recommended dose ) and it worked well in the end except the seedlings were a bit too leggy. Does it meat the lack of nitrogen or was it insufficient light? I read that organic fish fertilizer is good for seedlings. What's your advise? Thanks as always.

Thanks Bob. No problem after transplantation, the soil is yearly enriched with compost. I grew two harvests in it last season.

More light, got it. The question remains: should I change the fertilizer, will it make a difference?
