The food shredder should work (if the skinny legs don't break). It should also be much easier to thoroughly clean than something with gears and lube and bushings and combs.
My shredder is pretty much a modified vegetable slicer. I see a couple of slicers on FB marketplace that would probably work pretty good with a bit of tweaking.
That would be pretty bad a$$, but it lacks a clean shear point and a stop. Bolts and such that catch shreds could be hard to eliminate, but it think once a person worked through the issues that knife would shred the 11# bag of thrashed tobacco I buy just as fast as you could feed it (assuming you are not cranking it by hand).
That chopper I got would have worked but it got stiff and if it could have been a shred would have worked but it chopped instead of shredded it. Good for a pipe for flake. Prior to the powermatic shredder I had the rotary one that worked okay tobacco gums up blades though.
Since I hand-shred everything with a single-blade kulu, I get to see instantly which specific tobaccos are littering (leaving tobacco goo on the cutting edge). It's cigarette tobaccos! It's those cigarette guys: flue-cured Virginias and Orientals. When nice, respectable pipe tobacco is shredded, it leaves the blade edge cleaner than how it found it. I suspect that the culprit is the high sugar content.

Yes...I shred it pretty dry...I sift the powder out when I inject it into tubes, but my injector really does much better with dry tobacco so it works out. I really had to adjust my notion of what a good shred is when I started rolling with my powermatic 3.
Even if the guys from Poland would sell something that would just be rollers combs assembly. So it would be ready to shred but you have to make the body. Kind of like the cheap paper shredders that you put over a bin.
