Yes, but it doesn't mean US companies can start shipping to Canada right away. AFAIU, Canada Post asked international mail carriers to stop shipping to Canada (Post), this means that USPS just refuses to handle any parcels to Canada. According to Resuming operations: Important information for customers, "The postal system will start accepting new international mail on Monday, December 23.", so we can assume that USPS will start transfering mail to Canada starting on this date, but it doesn't mean that USPS will start accepting parcels at this date.
